Obtaining both public and private finance for NbS is a key barrier for upscaling existing efforts, even though it has been demonstrated that NbS are considered to be more cost-effective as compared to other mitigation measures. The panel addresses concerns related to navigating a complex network of institutions to mobilize finance for large-scale NbS in India, Brazil, and South Africa, where there have been indications of climate finance to be insufficient for meeting the NDC pledges.
